クリスマスの季節を迎え、買い物客で街は賑わってきましたが、コロナ感染者と犠牲者はコロンボを中心に依然全国で拡大基調です。

以下は18日地元英字新聞Daily Mirrorのコロナに関する記事2通の内容です。

●政府は18日午後4時の時点で、西部州（コロンボ県、ガンパハ県、カルータラ県）から移動する人々451人を、ランダムに抗原検査したところ少なくとも5人のコロナ陽性者がいたと発表しました。

軍司令官は「これは大変深刻な状況であり、ウイルス拡散を防止すべく特別な処置が必要だ」として、市民へクリスマスや新年のお祝い事を、外に出ることなく出来るだけ自宅で祝うよう求めています。

また、休暇のため西部州（コロンボ県、ガンパハ県、カルータラ県）を離れる人々は、コロナ検査をするため南部高速道路を含む出口でテストの対象になりうるとの事です。

今後5日間が重要であり、市民がヘルスガイドラインを守れば、月末までに感染者の数が減る可能性があると述べました。

【追伸12月27日】その後ランダムの抗原検査では、平均0.5%前後の陽性者がいる模様です。移動する人間だけ感染率が高いとは言えませんので、西部州3県の人口が650万人程、その0.5%ですと3万3千人程が現在陽性者の可能性があるとと考えられます。．．この事態をスリランカ政府は真摯にとらえ、早急な対策が必要なのではないかと思います。

●更に軍司令官は、ホテル経営者へ宿泊の予約を受ける時又はチェックイン時、快適なホテル滞在とスタッフの安全の為に、顧客のPCR陰性証明書を確認するよう求めています。

「現在のホテルの悲惨な状況を理解していますし、これ以上の制限を課したくありませんが、安全にホテル運営するには、ヘルスガイドラインに沿って、ホテルが安全であると認識されることが重要です」とコメントしています。

●カトリックのマルコム大司教は、教徒に対し今年のクリスマスは静かに祝い、祝いの行事は可能な限り減らすよう、また祝も友人などの小さなグループで行うよう要請しました。

【追伸】12月20日　　12月26日ロシア人ツアーグループ受け入れ予定

12月12日に12月26日商業フライト開始のご連絡を致しましたが、本日20日の現地英字新聞Daily Mirrorによると、早速26日にロシアからのツアーグループを受け入れるとの事です。

このロシアのツアーグループは200人以上で構成されており、バンダラナイケ国際空港（BIA）とマッタラマヒンダラジャパクサ国際空港（MRIA）にそれぞれ発着すると報道されています。

例外がかなりあるスリランカとはいえ、一般客の受け入れ向けの処々ガイドラインが来週決まると言われている中、政府の前のめり対応が大変心配です。

大臣が沢山いて船頭が多く方向が定まらず、それぞれが利権に基づいて事を行っているように見受けられます。「過ちすな、心して降りよ」という諺がありますが、前のめりに対応し、今まで外出禁止令などに耐えてきた国民の努力を台無しにしなければよいのですが。😊

スリランカは、国内感染拡大の防止と外国人観光客受け入れの二つの大きな懸案事項を、上手く操れるほど器用な国ではないと思っています。

1. Five test positive out of 451 random Antigen tests conducted on people leaving WP

At least five people tested positive for Covid-19 following some 451 random Antigen tests carried out on people leaving the Western Province as of 4 pm today, Army Commander Shavendra Silva said.

“This is indeed a cause for serious concern and highlights the importance of taking extra precautionary measures without spreading the virus further,” he said adding that complying with health guidelines was crucial at this stage.

The Army Commander also requested people who celebrate Christmas and New Year to restrict celebrations to their homes without venturing outside.

He told the Daily Mirror that people should bear any inconvenience and be supportive during these difficult times when celebrating the season without moving out of their homes to enjoy themselves considering prevailing Covid-19 situation in the country.

“We don’t want people to take any risk by allowing them to celebrate festivals freely. That’s why we urge them to try and stay at home as much as possible,” the Commander said.

Meanwhile, he also requested hotel managements to inform their customers to come with a PCR test report when looking for accommodation at hotels.

“This would be a precautionary measure to make sure that the spread of virus is contained,” the Army Commander highlighted.

He said if they inform customers to bring along a PCR test report, it would allow them to enjoy their stay at hotels unhindered without tension and also for the safety of hotel staff.

“We do understand the state of the hotels at present. We don’t want place any restrictions on them. However, it is vital to make sure that their hotels are secure from the Covid-19 virus by following health guidelines when accommodating customers and maintaining the hotels,” he stressed.  (Sheain Fernandopulle)

2. Hotels to be informed to encourage guests for PCR negative reports

Authorities will this week hold discussions with all hotel owners across the country to encourage guests who are heading out of Colombo for the holidays to produce a negative PCR test before they check in to prevent a further spread of the COVID-19, Army Commander Lt. General Shavendra Silva told Daily Mirror.

Silva said that while the Western Province was a hotbed for the virus, people leaving the Western Province were encouraged to get themselves tested before leaving the province so that they could prevent a possible spread in the other provinces.

“We will inform the hotel owners to encourage their guests to do PCR tests before they check in so that they can all be safe. Once a negative test is produced at the hotel, guests will be very comfortable to move around with each other,” Silva said.

Further, Silva said they encouraged people not to leave Colombo this festive season due to the ongoing pandemic. While no lockdown will be imposed, he said the coming five days will be crucial and if people adhered to all health guidelines, then they could see a decline in the numbers by the end of the month. 

He said those however leaving the Western Province for the Christmas holidays will be subject to tests at the exit points including the southern expressway to detect COVID-19.

Further, he said Archbishop Cardinal Malcolm Ranjith had also requested Catholics to celebrate Christmas under a low profile this season and to curtail celebrations as much as possible. Those celebrating were also encouraged to move around in small, known groups so that they were confident that they were not associating with possible COVID-19 patients. (JAMILA HUSAIN)
